Clan leaders, order-makers; please re-read the clan war rules.

A neutral system becomes contested at the end of the movement phase if it is invaded.

If no one invades in the same turn, then the system is still contested.

The following movement phase, the clan who invaded the neutral CANNOT MOVE UNITS IN OR OUT. HOWEVER, other clans may invade this neutral system.

If that does not happen, then at the end of the SECOND movement phase the system becomes the property of the invader, and revenue is collected from it at the end of that week.

Is any of this not clear?

The actual rule for neutrals is here:

6) Neutrals: When an Army is moved into a Neutral system, all clans with no Units in that system receive 1 week's income from the system (similar to MA's Guerilla system). The system does not fall immediately! Instead:

6a) If no clans move any Armies into the system during the next turn, the system falls under the control of the attacking clan.

6b) If one or more clans moves at least one Army into the Neutral system during the next turn, the system becomes Disputed and combat begins as though those clans were attacking a system held by the original aggressor.


How it is interpreted thus far is that you Can move your units in and out of neutrals you have just invaded, just as long as you still have some units in the neutral at the end of the move phase. If the invading clan still has at least one unit in the neutral, and no opponent has moved any units in, then the neutral is changed to the invading clan.

It might be good to clarify this rule on the website.

i do agree with maelstrom,

why it's not possible to move through neutral (to attack another system)and put other units in to keep the neutral ?

sounds logical to keep one units in but not the same unit. could be another. (other clan can move unit in, why not movin on unit out and another in)

The situation has been resolved. We decided to have this turn done as most clans had interpreted the rule (that you can move armies out of and into a neutral), and then come to a decision on whether we want to disallow attacking from a neutral at a later time.

Due to this, some battles were cancelled, and other new ones were created. The war will proceed normally.
