 Post subject: How does the AI vary at each difficulty level?

I am new to this game and a while after doing the tutorials I played a world war single player game against a "relaxed" AI level. It freakin cleaned my clock! It built BullFrogs and was harder than I thought it would be. Before that I played part of a career game against a "easy" AI level. That wan't hard, it was just a matter of how long until the AI is beaten. I don't mean to complain I just want to undrestand how the difficulty levels for the AI work. If I can't beat a relaxed AI level then I basically suck.

I think it simply varies the number of SAs the AI has in comparison to yourself.

You LOST against a "Relaxed" AI?! HOW?!? You're supposed to have three times more territories then him in relaxed. How can ANYONE lose when he has three times the resources of his opponent?
