What are the precise effects of terrain on unit movement? How many movement points does it cost to enter a hex of each type of terrain, and are there any modifiers to that cost based on the terrain of the starting hex (e.g. Road)?

If your unit has 1 move point, it is not important is this terrain forrest, desert or any other type, it could move just once, except road (1 additional mp for such units, if both movements are over road).
Forrest, swamp and desert could delay "fast" land units (2 mp for each such hex).
Amphibian could move over desert and swamp as over open terrain.
Helicopter has not any bonus (+ or -) for any terrain.

In adition small rivers or swallow water is considered the same as swamps.
Amphibians can not cross forests.
Battleplatform usees one movementpoint over any terrain.
Transportcopters and combat helicopters can cross even impassable terrain.

Thank you for the replies, Tiger and Tenente. I have a follow-up question, though: if Forest and Desert hexes cost 2 movement points to enter, why is it that my Land Transport/UPS units (movement rate of 5) can only enter two of them in a single turn? Does it require a full 2 movement points to enter each Forest/Desert hex after the first?

Yes it requires a full 2, so if you move 2 on them and get one normal field adjacent then you can move the whole 5 points. Units that are loaded the same turn can not onload on fields that need 2 points either if they only have 1 point left.
Exceptions are amphibians if they have used only one point to load they can still unload on desert and swamp.

And now I have yet another question: how many movement points does it cost to load onto a Naval Transport/Turtle from land? Can my Tank/Bio-T load onto a Naval Transport/Turtle and then disembark into an open terrain hex on the same turn?

Yes, it's possible. Each of this movement = 1 mp.
